Page cannot be displayed error

Ok, i am having this problem for a couple days now, and its becoming extremely frustrating because nothing seems to work. I am getting these "page cannot be displayed errors" all over my forums. When one sends a pm, they get it, when i try and log into admincp i get it...which means i dont have access to it at the moment. I have been speaking with
Steve Machol(who was a great help btw, thank you)about this matter, and he suggested that i come here to ask for assistance.

We've increased the php memory to 32M in php.ini, and we've edited includes/config.php file and add this lines right under the
ini_set('memory_limit', 32 * 1024 * 1024); which also did not work.
